Council Declares Portion of Duncan Street Surplus for Disposition
South Dundas has declared a portion of the Duncan Street road allowance surplus to the Municipality's needs, a step toward resolving long-standing encroachment issues on the street. Council's decision sets in motion a process to transfer small, precisely surveyed portions of land to the adjacent property owners as lot additions, while keeping the remainder of the right-of-way in public hands.
A survey and appraisal were used to define the minimum area needed to resolve each encroachment, maximizing the land that will remain public. Once the sale and transfer are complete, staff will install signage marking the public access route through the remaining right-of-way.
Before any sale can proceed, the road allowance itself must be formally closed through a "stop up and close" by-law. Public notice on the proposed sale is currently underway in accordance with the Municipality's sale of surplus property policy, and residents are invited to submit comments. A summary of public feedback will be presented to Council alongside the by-law and final resolution at an upcoming meeting.
There is no cost to the Municipality to complete the sale and transfer; the value of the land will be established based on fair market price.
New Free Teen Program Coming to Iroquois Hub This Fall
The Municipality of South Dundas is welcoming a new program for local youth to the Iroquois Hub, with Council approving a facility booking agreement for BGC Cornwall/SDG's "The Club" teen program.
"The Club" will be offered free of charge to students in Grades 9–12, running every Tuesday from 2:15 p.m. to 5:30 p.m., starting September 22, 2026, through June 22, 2027, at the Youth Wellness Hub space, 5 College Street, Iroquois.
Designed as a drop-in program, "The Club" will give area high school students a safe, inclusive space during after-school hours, offering homework support, healthy snacks, mental health and wellness programming, leadership development, and opportunities for positive peer connection.
The program builds on the Municipality's work to expand health, wellness, and social services at the Iroquois Hub, which already hosts community partners including Beyond 21 and the Cornwall Youth Wellness Hub. Offering the program at no cost is intended to remove financial and geographic barriers for teens across the area.
Municipal staff will work with BGC Cornwall/SDG and Seaway District High School to promote the program and make sure students know about the weekly schedule and offerings.
South Dundas Advocates for Local Priorities at 2026 AMO Conference
Mayor Jason Broad, Deputy Mayor St. Pierre, and Chief Administrative Officer Benjamin de Haan represented the Municipality of South Dundas at the 2026 Association of Municipalities of Ontario (AMO) Annual Conference, held in Ottawa from August 16 to 19.
Advocating for Local Priorities: South Dundas participated in two key delegations during the conference. Mayor Broad joined representatives from North Dundas, the City of Ottawa, Winchester District Memorial Hospital, and SDG to meet with the Ministry of Health and advocate for the establishment of an MRI centre at Winchester Hospital. Deputy Mayor St. Pierre took part in a delegation with the Regional Rural Education Committee to continue advocating for rural education across Stormont, Dundas and Glengarry.
The Municipality thanks local MPP Minister Nolan Quinn and his office for their support in both delegations, noting that having a local MPP advocate directly alongside cabinet colleagues added significant weight to these discussions.
New Funding Opportunities: The conference also brought several funding announcements relevant to South Dundas:
• A new Canada–Ontario Partnership to Build, a $1-billion joint federal-provincial infrastructure funding stream aimed at municipalities that do not levy development charges, a category that includes South Dundas, to support growth-related infrastructure and asset renewal.
• The next intake of Ontario's Community Sport and Recreation Infrastructure Fund (CSRIF), a $500-million program supporting local sport and recreation infrastructure. Staff are reviewing this opportunity, with the renewal of the Iroquois Civic Centre being considered as a potential project.
The province also announced the launch of consultations on regulations to implement the new provincial municipal code of co duct legislation, a topic staff have addressed in a separate report to Council.
Building Regional Connections: Beyond formal sessions on topics such as housing and homelessness, protecting local democracy, data centres, and municipal fiscal sustainability, the conference gave South Dundas representatives the opportunity to connect with counterparts from the Township of Edwardsburgh/Cardinal and municipalities across Stormont, Dundas and Glengarry.
