Community Improvement Plan

Council approved Community Improvement Plan (CIP) funding for three local businesses.

The following applications were recommended by the CIP Review Committee and approved by Council:

  • Amanda's Country Bakery: $734.50 Signage & Awning Grant toward updated signage
  • Williamsburg Pump Supply & Service: $2,000 Façade Grant to support repairs and improvements to the building exterior
  • Harbers Flame Centre & Masonry: $20,000 Commercial Improvement Loan to assist with the relocation of the business and façade improvements

The CIP offers grants and interest-free loans to business and commercial property owners or tenants to improve commercial buildings. 

Council has approved a $10,000 CIP budget for 2026. The three approved grants total $2,734.50, leaving $7,264.50 available. A second intake is currently underway from June 8 to July 8. Interested business owners are encouraged to apply.

Council Supports Innovative Subdivision Concept for Iroquois

Council has given its in-principle support to a preliminary design concept for the Sunshine Sky Subdivision, a proposed residential development east of Grove Street in Iroquois.

The design takes a distinctive approach, featuring a "shared streets" model with an outer ring road, small interior loops, and a central parkland and stormwater management pond with pedestrian connections throughout. The layout is intended to encourage low vehicle speeds, support multi-modal transportation, and create a more walkable neighbourhood.

Because the concept departs from typical municipal design standards, the developer sought Council's early endorsement before investing in detailed engineering to confirm feasibility. The project will continue through the standard subdivision approval process, with Council receiving further reports as the design progresses.

Council Approves Early Purchase of Two Replacement Plow Trucks

Council has approved pre-budget authorization to purchase a single axle chassis and a tandem axle plow truck, replacing two aging units in the municipality's public works fleet.

Unit #76, a 2012 single axle plow truck, and Unit #68, a 2010 tandem axle plow truck, are both at end of life per South Dundas' fleet replacement schedule. Early approval allows the municipality to tender and secure an assigned build date, with delivery targeted for early 2027.

For the single axle replacement, staff will refurbish the existing plow harness and dump box from Unit #76, including sandblasting, painting, new pumps, hoses, and bearings, and install it on the new chassis. For Unit #68, a complete new tandem axle plow will be purchased, as the existing harness and dump box are beyond repair.

Budgets of $300,000 and $460,291 have been set aside in the 2027 capital budget for the respective replacements. Final tendered amounts will be presented to Council for approval once the procurement process is complete.

AMPS Update 

Council adopted By-Law No. 2026-52, updating South Dundas' Administrative Monetary Penalty System (AMPS) to add a Park Use Penalty Schedule and consolidate previous amendments.

The AMPS, first established in 2021, allows the municipality to issue penalties directly for by-law contraventions and provides a local screening and hearing process. The updated by-law now covers six designated areas: Traffic, Property Standards, Clean Yards, Nuisance, Animal Control, and Park Use.

The addition of the Park Use schedule means infractions in municipal parks, such as damaging park property, lighting fires, consuming alcohol, disturbing wildlife, or engaging in disorderly conduct can now be enforced through the AMPS process.

Council Receives Annual Asset Management Planning Update

Council received the 2026 Annual Review of Asset Management Planning Progress, presented by Tyler Nelson, Asset Management Coordinator.

The report highlighted upcoming major capital projects, including the Nash Creek/Colquhoun Road Bridge, which received a Bridge Condition Index score of 63 in a 2025 inspection report. The estimated replacement cost is $3 million, with the report recommending replacement within one to five years (2026–2030).

Council also reviewed the municipality's financial strategy for asset management contributions. The 2024 Asset Management Plan set a 15-year target of $5.2 million annually (up from $4.7 million in 2026), while 2025 plan projections suggest $4.9 million would keep the municipality on pace. Both scenarios include tax and rate-supported contributions.

Key recommendations for 2027 include continuing to increase annual asset management contributions, accelerating fleet funding given shorter vehicle lifecycles, investigating storm sewer network capacity, refining asset risk ratings, and implementing annual asset prioritization reporting to better support budget decision-making.
